No. It is currently not possible to assign Account privileges so a sub-account can access DreamObjects or DreamCompute. Only the primary account owner can access the Cloud Services menu.
This means that when you create a new sub-account, the user will see the services greyed out in the Cloud Services menu when they log into their account
